I know they froze it in an ice rink, but they certainly could not keep it frozen forever.

...you mentioned that the Blob was frozen in an ice rink; this happened in the 1972 sequel, called "Beware! The Blob", also known as "Son of the Blob", and was directed by Larry Hagman (...the film was known as the movie that J.R. 'shot'); although they talked about moving the creature to someplace cold, it was never shown to have happened...
...in the original 1958 film, which starred a very young Steve McQueen, the Blob was frozen by several CO2 fire extinguishers, as it encompassed a small diner, with ol' Steve, and some other people, trapped inside; in this case, the Blob was shown having been delivered, or rather parachuted to 'someplace cold' and undermined....and was followed by 'The End'...and a suspicious question mark!!!
I think they burned it. And at the end maybe a little piece of it excaped so the movie finished up with
"THE END?"
they froze it and helicoptered it to Antartica i think... or somewhere really cold.
