I think you mean Primary Colors, loosely based on Clinton's campagn to become president. When the book came out, the author was credited as "Anonymous," and there was great speculation about which Clinton insider wrote it (it turned out to be reporter Joe Klein, who covered the campaign).
It is fiction, but Travolta's portrayal of the Clinton character is very good. Emma Thompson plays the Hillary-like wife/first-lady-to-be/current candidate.
