OK well you never said what they are, so i guess it is open territory. ;-)
Stephen Seagal is better at dressing than Jean Claude Van Damme. Jean Claude Van Damme has a better body than Stephen Seagal.
In acting, i think it is a tie. They both started out ok. then Stephen Seagal went "green" on us back in the early 90's and Jean Claude Van Damme went illegal on us at the same time.
Who looks better in the fight scenes? Well it depends on the movie. When it comes to playing a cop Jean Claude Van Damme did an awesome job in Time Cop (which is my favorite movie with him), Stephen Seagal did ok as the 'quite' psychotic' avenger.
I like watching Jean Claude Van Damme's fight scenes because there is a lot of action, where as Stephen Seagal, just kind of stands there slapping hands and feet out of his face and every now and then we get to see him duck and weave.
Jean Claude Van Damme's fight scenes also show him getting his butt kicked whereas with Seagal it is predictable, he wins all the fights.

Lets be fair Seagal is carrying a little extra baggage and has been for years. He just wouldn't be able to match the speed of Van.
Stephen Seagal because he is the best fighter of all time.
Steven Seagal....I just love his calm, kick your a** manerism.
I guess I'd have to go with Van Damme -- Steven Seagal has bugged the heck out of me for years.
they are both cocky and arrogant but Segal is a much more highly trained fighter even if it doesn't always appear that way on screen

Seagal, he's got more conscience and at least addresses public issues, such as the environment and covert govt crimes.
Yikes! Seagal, only because I've never seen a Van Damme flick.

Van Damme all the way! He's one of the best action stars of all time, he doesn't think showing emotion and tenderness makes him look weak and unmanly and he's hot!! Plus, his kick is the coolest action star move of all time! Seagal sucks and is not fit to shine Van Damme's shoes.

JCVD all the way, at least he can act a little bit, every Steven Segal movie should just be called Out for Justice, then just number them 1, 2, 3. And besides the movie where Steven Segal gets shot up, no one ever touches him, he just beats everyone up, no facial expressions or a change of his voice.
Van Damme has the same movies too, but Van Damme has the better movies

Seagal had been mouthing off about how much better than Van Damme he was, so Van Damme challenged Seagal at a party, but Seagal took off. He then found him at a club & did the same. Seagal took off again.
Very difficult to choose really - both expert in the martial arts but now alas too old for it any more.
I think I'll vote for Jean Claude van Damme - only because there's a little bit more dialogue in his movies.
