I have Hard Rain on VHS so I'll check it out. But the profile and hair remind me more of Daniel Day Lewis--I seriously doubt that it's him, though. EDIT: I fast-forwarded through almost the entire movie of Hard Rain and could find no scene match. There was no exterior view of a tall building in this small town and the streets were already flooded over when the movie began so there was no shot of water rushing down a storm drain next to the curb. To Anthony (above): Good guess, though.
