Question: I saw a movie a long time ago.. a little part.. it was about a city or country where everyone took some kind of medicine to lose all their emotions, and one day some guy stops taking his medicine and gets back his emotions, and saves a dog from being killed, and gets in all kinds of trouble, i also remember a dictator leading the city or country and i think (but do not know for sure) that the main character was Keanu Reeves

It's very 1984-esc if you like that book you'll love this movie.

It is either Equilibrium or Gattaca.
I think it's Equilibrium, played by Christian Bale. Directed by Kurt Wimmer. The film introduced a new fighting style called Gunkatta. Figthing with gun. Cool style.
