Because Steven Seagal does not appeal to the masses of the movie going audiences...the 15-25's, nor does it appeal to those who attend the movies to see films which will be the years Oscar contenders. Mr. Seagal's heyday was some 20 years ago. I know that I wouldn't be in any hurry to rush to the theatre to see a film called "Pistol Whipped".
News flash Steven Seagal stinks and is fat.

His relaxed-wrist-when-running routine which always makes him look like a weirdo sniffing muscle-relaxants, pony-tail-though-I'm-really-not-a-girl, his one-look-face that doesn't really tell you much emotions plus the rumours about problems with the mob - well, those are the reasons that come at the top of my head anyway.
On a side note, Paris looks more masculine which in her case means that she probably had the fee's for cinemas paid by her father. Few females are luckily as unattractive as her.
Probably, some producers think that he is not bankable anymore.
I love Steven segal, but lets be honest he's over weight and a bad actor. . . .but that's what makes him so brilliant! did you know he's bought out a single as well??!! BRILLIANT hehe
