This is my second guess, which others might have known already. I've never heard of this one before:
Chiisana penguin lolo no buken (1988)
aka Scamper the Penguin
IMDB synopsis:
Scamper is a little penguin who loves wandering around the Arctic, where he lives with his parents. Unfortunately, his little adventures tend to get him and his friend, Snowflake, into trouble, especially when he disobeys his father and goes exploring ... One day the adventure goes too far, and they float out to sea, only to be caught by men who want to sell them to the zoo. Scamper, Snowflake and their new friend, a macaroni penguin named Louie, must escape and get back to their families to warn them.
NOTE: A macaroni penguin?! Well, that's in your description. As I said, I haven't heard of this one before, and undoubtedly others have supplied the answer ahead of me. Perhaps they didn't provide the synopsis though, so that you would know this is the one.
I'll leave the other movie information, just in case you're interested. I've seen a lot of questions that were about "The Pebble & the Penguin", so obviously it's very popular.
