I don't think this can be answered. In respect to other countries, I believe that every country has its own uniqueness in terms of making their own movies according to the culture they have.
The first question that should answered first is: How do we define "best movies"?
All we know is that Box Office Hits come from Hollywood because they are able to produce visually quality movies and they have the budget for aninternational release of these movies. While producers of other countries can't finance an international release of a very good movie.
Any language can produce the best of the cinema. Just imagine how 'Crouching Tiger, Hidden Dragon' hit the hearts of the world.
