just like your name, it's sarcasm. He was being funny. No logic to it. I have seen it a million time. Sorry to disappoint you Steve, but there is nothing philosophical about it. He conveyed the painting his "mother" painted in his own meaning, basically saying that the dogs are minding their own business and the guy saying like "what do you want me to do about it, they're dogs" something like that.
