If you've already got Movie Maker on your computer, then use it. Its a fun little program.
Best, i think, is a matter of opinion. Some programs that you could by, that run OSX for example, are outstanding.
You really have to consider how user friendly the program is though. If youre just looking to make a tribute video, then just use movie maker, becasue it's really easy to use, and make simple videos with. You can even just automovie your clips, then edit them to better suit your vision.
I think Windows Movie Maker is actually really good. Soemtimes when you buy a digital video camera they come with software to create movies. But sometimes I can't get them to work. But your best bet is Windows Movie Maker.
