...well, the 'pond' suggestion DOES tend to give me a respectable and viable clue; I seem to remember a film, which came out sometime around the early '80's, which comes close to your plot description. I'll see what I can find out....

I see that you have the answer. That's one movie I've never encountered, not that I've seen the one I found mention of either. It makes me miss being able to go to video stores.

I found a very low-budget film titled "The Naked Witch" (1964), in which there is a pond involved. I really doubt that this is the one, but you didn't mention any sort of time period or if it's b&w or color.
A quote from a not-very-kind reviewer though he did like some of the camerawork:
"Another powerful image occurs when The Nekkid Witch kills the Miller: his body falls into the mill pond, and the small waterfall turns red with blood."

But, it doesn't say anything about the pond being cursed. The buried witch is unearthed by a young man doing research, and he accidentally brings her back to life.
