Question: Its a movie that i think was on the disney channel but i could be wrong. There is this girl who turns 13 or 16 or something and she gets these powers. The only movie I know of that is remotely similar is "The 13th Year" In which a boy is turning 13 but every time he gets wet/ in water he geats itchy and grows fins and a tail. He is a merman and his mother was a mermaid. That sort of thing.
Not sure what you saw but this is the only one I can recall that is similar.

i think the name of the movie is teen witch the little girl gets help from the little lady who played in the movie the poltergiest, the lady gives her the powder in the bottle and the girl wears it around her neck good little movie
