In answer to your question, they both win. They're both classic with a capital "C".

"I'll be back" originated in Terminator, but became Schwartzenegger's catch-phrase generally, and was used in one form or another in most (if not all) of his subsequent movies.

"Bond. James Bond" was used at least once in every 007 film (I believe).

The original use of "I'll be back" wins, IMHO, because it preceeds him coming back with a MACK truck, and driving through the front of a police station to run the guy over and cause general destruction. It also foreshadows his coming back again and again throughout the movie no matter how much damage he sustains (and again in sequels). Later use of the phrase was just corny.

A better question would be: What film does "Shaken, not stirred" come from?

Actually "I'll be back" comes from alot of Arnold movies, if you watch closely he says it in alot of his flicks......and in my opinion it is the most recognized saying...
