Mickey Rooney is a possible candidate who has been an actor since 1926 starting as a 6-year old (according to imdb 308 titles). And he's still making movies!!!!
I always heard John Carradine or Christopher Lee, but I'm not sure. There probably isn't one solid answer for this, since there are voiceovers, foreign films, shorts, features, etc.
