Has anyone seen a movie that focuses on strange events centered on a hotels thir!


Question: I remember watching it sometime in the mid to late '90s on TV.

What I can remember:
A woman working at the hotel becomes suspicious of some strange goings on. She researches the hotel and finds blue prints that prove it has a thirteenth floor and she notices that there's a longer wait between the 12th and 14th floors. One day, the elevator stops on the thirteenth floor and she takes a look around. There's a man there who tries to kill her with an ax. She gets back in the elevator and escapes. It turns out that a group of other workers control the man with the ax and use the floor where they keep him to kill people who become nuisances. In the end, the people are found out and you're led to believe that they're caught and won't be able to kill anymore, but the very last scene is in another hotel and the woman at the desk is one of the people from the old hotel, thus starting all over again.

I thought it may have been 'The Thirteenth Floor', but that's not it. Any help is appreciated
