It also is called a spinning drum, a spinning drum toy, and a monkey drum. They can be found in a number of cultures.

Here's a picture of the Guatemala spin drum:

Here's an Asian hand drum:

The site has this information: In Asia, the beating drums and gongs were originally used to protect against evil spirits. Over time, they have evolved into a vital part of many festivals and ceremonies. Bring noise and fun to your next Asian celebration with our traditional hand drums. Spin the drum back and forth between your fingers and allow the dangling beads to make the noise.

I've even seen this type of drum at PowWows in our area though it generally is simpler looking and with no painted decorations. I can't find a picture of one. So, I guess you can see that you can't pin down where this drum design originated, anymore than you can pinpoint where the first "regular" drum was made. Actually, it looks as if the basic design sprang up all over the world.

I'm not going to say that it originated one place because I don't believe that would be true, anymore than claiming that singing and dancing showed up in one place first. Bells also have worldwide presence though some are struck on the outside and some have clappers.

It's called a Monkey Drum.
