I assume what you are wanting to do is make a video playable on a cellphone. It is very doable but you have to know what your phone will play less you just get an error.
I will just sum up what will work with one phone and you can alter the setting to what you are wanting to do. The format most phones use is 3gp. I have a Nokia 6230 I use that has some cartoons for my kids to watch and I might move a movie to it so I have something to watch when I get bored when I am out. Depending on the size of your view screen and sound options you can make this work a couple of different ways.
The best I have found with no investment is Prism Video Converter. Its available for free at http://www.nchsoftware.com/prism/ and these guys do good work. Load up nearly any sort of video and output a converted 3gp file that will play on most phones.
For the Nokia 6230 output with the following:
(yours may differ)
Video
Compressor - H263
Avg. Bitrate - 128
Max Bitrate - 256
Resolution - 128x96
Audio
Compressor - AMR
Bitrate - 12.2
If you get errors with these settings, try taking some video with your camera and then opening up the file in prism. YOu can look at the setting your phone outputs at and alter your encoder settings to match.
