Everyone hates Cort due to the fact that he used to ride with Herod and his men, and then they had a falling out and Cort went on to try to redeem himself. The men from Herod's gang pretty much run the town for him and therefore, its their doing and their children that hate him. The rest of the town have to show hatered for fear of what might happen to them.
Herod is the law in the town, everyone fears him so they say in the movie the town hates him because if they dont everyone fears herod and would die. If you watch when Sharon stone is going up to her room and opens the door to the hired gun (i forget his name but he dies by herod ) they are trying to kill herod to be bring law back to the town :)
