It was the witness protection program. Do you know what that is? It's when you witness a crime, and they're probably going to come after you and kill you so you dont tell the police, so the government gives you a new id and you relocate. Anyways, all the new names of the people were programmed in the rings, and when the bad guy got it, he was going to sell the names to other bad people, so that they could hunt down the witnesses and kill them.

because the names of those people are the real names of people in witness protection for witnessing crimes that he and the people he works for have commited lol so he wants to track them down and. uh. silence them =/
