Tommy Lee Jones (the sheriff) decides not to pursue the bad guy anymore. He realizes that he's too old to be chasing after someone so evil. He does not want to end up like his injured friend in the wheelchair. So he lets Anton Chigurh get away, realizing that it really is "no country for old men."
