Question: The puppets were scary but I think they were the good guys, one of them was a ghastly-looking skeleton dressed like doctor (surgeon?). I think the blonde guy had an accent and was in something red (a jacket I think)

...it WAS one of the "Puppet Master" films, but specifically, it was the 1999 entry, entitled "Retro Puppet Master"; the film (...the 7th in the series), depicted the early life of mystic puppeteer Andre Toulon, his discovery of the serum, culled from the formula derived by a thousands-year old Egyptian sorcerer, which brings animation to his diminitive marionettes, and the dastardly, diabolical forces, who are after Toulon and his alchemic formula. Almost all of the puppets depicted in this film, were first draft derivitives of the later 'Puppet Master' movies, so you had Retro-Blade, Retro-Tunneler, Retro-Six Shooter, Retro Pinhead, Retro-Cyclops, and in his 'Puppet Master' debut, the puppet you spoke of, which called itself Doctor Death...
(...I know these so well, as well as all the others, 'cause I have 6-8 inch replicas of all of the puppets, from all of the movies, on display....watching diligently over me and my property...ready to viciously strike upon any intruders, interlopers....or whomever I so desire them to....uh, never mind...)

IT SOUNDS LIKE THE PUPPET MASTER, THERE IS 1 & 2 , I LIKE THAT SHOW! HE HAS TO INJECT THE PUPPETS W/ A SERUM THAT HE MADE TO BRING THEM TO LIFE..
