Underwater construction crane.... boy thinks is a monster .. tryin to find the n!

Question: I seen this movie in the late 80's maybe early 90's .. about a young boy in this small town who has found this pond , he thinks there is a type of monster under the water , but really ..it's some type of construction crane, when air bubbles get trapped under the cranes bucket ,it makes the crane rise some, and well with the pond slime all over it .. looks like some type of monster rising up
if anyone knows what I am talking about please let me know. I would really like my kids to see this
