It seems that way with the ending and the little clip after the credits but, I don't think the fourth movie will be out for some time.
I saw an interview with Johnny Depp where he mentioned it but, said that IF there is a movie, he won't be doing it for quite some time.
I really hope so....... I love those movies...... they are funny, entertaining... and how can you NOT love Johnny Depp?!
