yes there are lots of rings. the movie is about the "one" ring which is more powerful than all the others
there are many rings, the seven, the nine, the three (man, dwarves, elves). All ruled by the one.
In both the book and the movie there are 13 rings (i can't remember the exact amount I've only seen it once and haven't read it for ages). Watch the beginning of the fellowship and it says where the rings went. The other rings don't play a huge part because they are not as powerful.
The one ring allows the wearer to control the other rings of the high lords, making the wearer "the lord of the rings"
It was a trick Lord Sauron used to control the other lords.

As the other posters have said, at the beginning of the first film, it's revealed that rings were given to each race (three for the elves, a certain number for dwarfs, and nine for men). And the ring Sauron made for himself is the ring that rules each of those rings.
Rings refers to the multi rings given out one to Men (people0 on to Elves one to hobbits one to the fairies supposedly man wore there's for bad things that's why saron wants to rule the middle earth in cloud of darkness over all species..
Saurons one ring rule others, he give 3 to elfs, 7 to dwarfs, 9 to humans. 9 ringwraiths or nazgul kings of men made slaves by rings they wear. Isuldur cut off Saurons finger have ring of power, he lose it in water when killed by orcs. Deagol find it, Smeagol kill him take ring, he lose in cave, Bilbo Baggins find it, give it to his heir Frodo.
if u watch the beginning of "the fellowship of the ring" more rings were made..... they were given to the elves, the dwarves, and the men....... and then there is the "one ring to rule them all".......
In the very beginning of the first movie, this is explained:

This is the spell Sauron used to make the One Ring. In all of the rings was the power to rule their own kingdoms and one ring to each ruler of each kingdom; three Elven, seven Dwarven, and Nine Human kingdoms. The One Ring's power was to control all of the rings held by the other races so that Sauron could be the surpreme ruler of Middle-Earth and dominate all life.
