Here's a good rule - never ask "how much would it cost to..." about making movies. There are a million variables when it comes to producing a film. If you're a student with no money in a small town who wants to film in a quiet jail in a small town, the cost will likely be nothing. If you're Michael Bay and you want to film in the busiest jail in NYC and they know you have $150 million dollars to spend, there's no way you're going to get a thing for free. And if you have the money, you can buy an ambulance or police car or helicopter or tank or whatever you want.
