Yes, it does mean F**ked up beyond all recognition. It's an military used acronymn that is used to explain in rapid manner what a certain situation might be, what a plan might become, or how drunk you might get. It goes hand in hand with BOHICA and SNAFU. BOHICA, means Bend Over, Here It Comes Again, and SNAFU means Situation Normal, All F**ked Up. You might use BOHICA when the new LT comes out and say that we've got a new plan to execute. While at ease, you might lean over and mutter BOHICA to your buddy. Later when things have inevitable gone to the devil, you might describe things as 100 percent SNAFU. Meaning that everything is all screwed up, as usual. In Iraq, I saw an MI tank with BOHICA painted on it's main gun barrel. I am not sure where the words originated, but I would guess during WW2. As to why the acronymns, I can only guess that they were developed to make fun of the fact that the Army (and all the others) LOVE to shorten anything by using Acronymns. Why say Special Forces Operational Command when you can say SOC? Why say Central Command when you can say CENTCOM? Does this answer your questions?
