I want to know the name of this suspence movie!! Movie watchers, help!?!

All I remember from it (its like over 4years old), a girl lives in this building apartment right? and the guy below her starts following her and stuff and she knows he's up to something. Weird things start to happen, like he sent her this big empty box, rats are put on her apartment and other. She decides to go to his apartment when he's not there and finds that he has the sketch of her furniture and everything on his ceiling (like the position), and rat cages and stuff. I forget the middle, but I know in the end she's caught and is trapped on his bathroom, and when she opens the door (she escapes) the apartment is full of foam balls (i think) .
Does anybody know the name of the movie??? I wanna know it so badly!

It's called "The 4th Floor." Julliette Lewis plays the lady who inherits the apartment with the weird neighbors.
