Just watch the opening scene. It's Leone's masterpiece, in my estimation. By using operatic symbols, sounds, and images, "Once Upon in the West" both simultaneously references the deconstruction of the western genre (and the actual plain itself) while being altogether progressive in its approach to film theory. What you have is essentially the most "cinematic" Western ever made.

...oh, hands down!!! "The Good, the Bad and the Ugly", of course!!! (...the ending, coupled with composer Ennio Morricone's gripping musical score...oh, the Ecstasy of Gold...is quite chilling!!!)

I'd have to say The Good, the Bad, and The Ugly or Foe a Few More Dollars for old western. Ennio Ennio Morricone is possibly the greatest movie composer of all time.
As for new western is a toss up between Young Guns and Tombstone. To compare the catch phrases of Billy the Kid versus Doc Holiday... tough call.
The Man Who Shot Liberty Valence, the best. Followed by Tombstone, and Shane.
