Is it "Ilsa: She Wolf of the SS" (1975)? This was rather a notorious film in the Seventies. I haven't seen it, but I came across it while researching for a book of filmographies.

Dyanne Thorne is the star. According to the reviews, she must be quite memorable. Was this not exactly a serious film? I know that would seem a strange question, but the reviews and summaries lead me to believe that this is a very strrange film.
