There already is a 3rd movie "At World's End". 2 & 3 were made at the same time. Although it is likely that there will be more movies, they are not in production or even been written. So your friend is mistaken.

umm....3's already been in theaters and is due to come out on dvd in like a week. as far as i know it was a trilogy only....so no 4. sorry.
um......3 is already out! And if they are making a 4th one, it won't have Will Turner or Elizabeth Swann in it. That story is finished.

There is absolutely no rumor in Hollywood of a part 4. Johnny Depp signed a 3 movie deal and has completed it. Johnny Depp has movie deals locked in for other movies well into 2009.
Pirates 3 or Pirates of the Caribbean: At World's End came out this past summer.
As for a fourth movie, I have heard rumors there could be one, but I have yet to hear anything definitive. I read an interview with Johnny Depp where he said he would love to play Jack Sparrow again but that he had not been asked about a specific project. This was maybe 3-4 months ago.
If they do make a 4th movie, I hope they have a much better story than 2 and 3.
Pirates of the Caribbean: At Worlds End is the third installment, and was released into theaters May 25, 2007, so he cannot be working on it.
Furthermore, Disney has said that there will not be a fourth film for a few years (something like 4).
The screenwriters said they would pen a script, but doubted that it would be accepted. And, because of the writers' strike, any work on it would be delayed.
His Claims are PHONY. Period.
Three is ready to come out of DVD in a few days and four is only in discussion, with nothing firmed up yet
Pirates 3 already came out and is coming out on DVD this Tuesday. As to a part 4, I really doubt that's being made right now.
