People make their own movies all the time. It's called independent film.
But if you can get people to pay you to watch them, good for you. That's the hard part.
Movie making is a business and it is not easy to get people to pay cash for a movie. They have to perceive it as a thing of value they want to own.
You can buy digital movie editing software and make movies right on your PC, then put them on DVD, make a nice display case for them, and sell them on ebay or whatever.
LOL, just don't try to make an xxx....that could get you into all kinds of trouble you don't want.
If the content is your own, then it is not illegal - there is no reason for it to be because there is no copyright infringement.
