Sharon the little girl has a sleep-walking disorder. In one of her episodes, she yells out Silent Hill and at times even draws the town on paper but when she wakes up, she can't remember saying the name or her drawing. Her mother Rose is curious about this strange town and takes her daughter there. On their way to the town, she meets a cop named Cybil, who mistakenly believes the girl was kidnapped by Rose. While driving, Rose hears a siren--Cybil again-- signaling her to pull over. Rose does, then immediately speeds off and drives to Silent Hill. Still in full speed, she sees a figure of a young girl appear right in front of her vehicle and tries her best to avoid hitting the girl.

Moments later she awakes from the accident and the town looks very foggy and snowy. She realizes the Jeep's back door is open and Sharon is missing.

Rose sees Cybil in the town while on the search for her daughter---Cybil were in a motorcycle accident. The two encounter strange creatures along the way and clues that will possibly lead to Sharon. They first enter a school, and then it switches to an alternate one, goes to hospital, more clues/alternate hospital, a hotel then a church.

At the church Rose and Cybil meets Christabella, a crazy cult like leader and her dozens of followers. She tells them about a little girl named Alessa, (the girl that Rose 'hit' by accident). Alessa is described as an evil witch and urged Rose to not down go down the basement as the demon resides there.

Everything is calm between them until Christabella notices Rose's necklace has the picture of Sharon, who looks exactly like Alessa! Christabella is horrified at this point and declares Rose as a witch. Before her followers can attack Rose, Cybil holds them at gunpoint. Cybil triggers the gun but unfortunately there were no bullets left and the goons start beat the officer which eventually led to her burning death later in the movie.

Fast forward Rose meets the 'demon' named Alessa that congratulated her for finally solving all the clues and tells her side of the story. Alessa was teased at school and labeled as a witch though she really had telekinetic powers. Christabella believed that Alessa needed cleansing and her way by doing so was sacrificing the child. Alessa's mother Dahlia agreed to the 'cleansing', assuming she was guilty for birthing a child that was supposedly a witch and had a child out of wedlock but to her horror realized that the Christabella really meant to burn her child.

The result of it is that Alessa suffered from the burns for many years up to her adult life. Though she healed the severed burns, she was disfigured for the rest of her life. This led her to be angry and hostile. She split up as two sides; dark Alessa (the girl Rose seen during the accident and throughout the movie) while Sharon is the good side of her. She purposely created Sharon to keep the purity and innocence of who she was as a child. Sharon then later on was adopted by Rose and her husband, Chris.

Alessa created the alternate world of Silent Hill which can be described as her own hell/nightmare on Earth and wants to seek revenge for her terrible fate. Alessa temporarily uses Rose's body to get rid of all the townspeople with barbed wires with the exception of her mom (Dahlia) who she spared her life because in her own words, she believes 'Mother is God in the eyes of a child.'

There are a variety of opinions of what may happen so there is really no "definite" ending of what really became of Rose and Sharon. Some say that Rose died the moment she was in that car accident. Evidence of that could be when her husband Chris and a cop was looking for her at the school and he say to the officer that he smelled her perfume. Chris was in the normal SH whereas Rose was in the alternate one. Just like in real life, most people say they can smell a familiar scent of a decease loved one (perfume or cologne) as if they were psychically there. Also Rose also phoned Chris twice and all he heard on the other end was white noise-- which can indicate she couldn't reach him because she was dead. This can give away that Rose actually died and everything she encountered were all a dream.

Another way to look at it-- it could be Rose's choice to stay in Silent Hill starting a 'new life' after making a pact w/Alessa towards the end of the movie, when Rose says she will do anything to get her daughter back, and in return Alessa creates her own happy ending. Keeping her good side (Sharon) with her and have a new mom (Rose) . Also at the end when Chris lies on his couch, things were cleared and sunny in the normal world but when you see Rose and Sharon, things still look the same as they were in alternate SH so they was stuck there forever.

If you want, you can watch the whole movie again and carefully see how things are played out-- especially when Alessa tells her story. You will have your theory of what might have happend at the end. I think they should make a sequel about this film continuing with Chris searching for Sharon and Rose.
