At first, it was supposed to seem like Snape was uttering a spell to make Harry fall from his broom. We later find out that Professor Quirrell was the one trying to make Harry fall from his broom, and Snape's spell was an attempt to counter (reverse) Quirrell's.
Snape was, in fact, trying to save Harry.

Professor Snape is actually a bad guy at first he wants to help out Harry Potter even though he acts mean towards him but later on the other books you'll find out that Professor Snape works for the Dark Lord.
It is Professor Quirrell that is trying to make Harry fall off his broom, but Harry, Ron, and Hermione think that Snape is the one doing it. Snape was actually casting a counter-curse to keep Harry from falling off his broom.
you are made to think that snape is cursing harry's broom when in fact professor quirrel is, and snape is trying to counter it, stop it. there is a lot of things that make you think that it is snape but later on quirrel confesses and everything is good between snape and harry...

We only see Professor Snape uttering what seems to be causing the trouble. Only later do we learn he was saying a counter curse to help Harry because it was Professor Quirrel.
Snape was trying to help Harry on the broom it was Qurall who was trying to hurt him not Snape.
