Because in the original movie it was halloween and he was wearing that mask, so every movie has him in it still. Its as though he is still reliving halloween by keeping the mask on.

C) They can keep making these god awful movies without having to pay one actor. They can just get one new guy over and over again and not have to negotiate a new contract (like Freddy). His costume becomes what people associate with the series, not the actor.
