It is a science fiction film with horror elements, such as the unstoppable monster that degenerates in appearance. Which means that "Westworld" also might be considered horror over sci fi since it, too, focuses on an unstoppable mechanical creation that becomes ever more hideous and further away from its human appearance.
The termination of the Terminator had to be a bow to "The Fly" (original), in which the scientist meets his end beneath the same type of press. At least, I think it is the same.
Besides, it's not unusual for horror and science fiction to merge. Here are some examples:
Phantasm~starts out looking like a horror film then gives it a sci fi twist; same for Phantasm 2-4, with #5 coming soon
Saturn 3~It has a mad scientist, a hulking monster, and even a hero rescuing the damsel in distress.
Frankenstein films~The experiment is fully science fiction.
Alien films~The aliens are more monstrous than some creatures in Earthbound stories.
