You can get a R rating if you show a woman but not a man. Although I have seen a few movies with a brief peek.
Well.. lets face it... women look better full frontal than men with a floppy one. Because men with a non floppy one is considered pornographic.

Sexism and cultural norms. In most western societies, the female body is regarded as beautiful, while the male naughty bits are deemed icky. Plus it's easier to get an actress to go naked than it is to convince an actor to do so. Also, many male viewers might be fearful of catching teh ghey if they have to see some naked dude up on the screen.
Because who wants to see THAT? But it makes you feel better, Kevin Bacon has a full frontal in "Wild Things".

Off the top off my head, Harvey Keitel and Richard Gere have both done full frontal. It doesn't happen often but it does happen.
Viggo Mortensen did a full frontal in one of his films - can't remember the name of the film but you get to see everything in all its glory . . . I was like: "very nice!" heheheh . . .
