Actually, it's spelled "Prophecy" (1979), but you have some of the basics there. The monster is a mutated bear, and mercury has caused a number of mutations throughout the region. This film often is attacked by critics and viewers, but I think it's a solid horror film of the Nature-strikes-back type, with a lot of scares to it. How about when the audience knows the wife is pregnant and has been eating lots of trout from the contaminated water but her husband doesn't know why she's so distressed because she hasn't told him yet? So, the cub she tries to rescue hints at what might happen to her unborn baby. That's creepier than if they had shown the baby, which they probably would do in a remake.

The attack on the camp IS one of the most-brutal images, especially the one you describe, when the boy tries to escape and is slammed against the tree, the sleeping bag bursting open in an explosion of feathers.
