Even Smigol and orcs. In the scene where the ships with Aragorn and the ghosts go to the White City, The first orc they meet in the dock has blue eyes. Also the Orc captain has, and every human and elf has too. Did Tolkien wrote in his books that all the heroes have blue eyes? I have only seen the movies...
Answers: BECAUSE THE EXTRA ALL WOULD HAVE BLUE EYES AND IT REALLY POPPED WITH THE COSTUMES OF THE ACTORS that's just the way it is, I think you have been watching that too much by the way.
