It depends on where the movies are made. They usually are released in their home countries first. The Harry Potter movies are released first in the UK. Since most mainstream major features come out of the US, they tend to open in the US. That being said, the bootleg DVD industry is HUGE in Europe and Asia, and people there are sometimes selling films that haven't been released yet at all. (This is totally illegal by the way).
