Both the movie and the book hint that the suicide pact was Sophie's idea spelled out in her farewell letter to Stingo. So it might have been the other way around---Nathan didn't want to live without Sophie or Sophie die without him. Most likely they both wanted to die together knowing they reached the end of the road.

Nathan doesn't suffer, like Sophie, from survivor guilt but most likely from schizophrenia. The were trying to save each other and their relationship but they were doomed from the start. This is probably the reason why Nathan,aware of the situation, said "We're dying". Sophie might have interpreted it that they were dying as a couple since many a times Nathan walked out on her. Deep down she considered herself unworthy of his or anyone's love for what's she's done
