I don't agree with the line as a truth about women, but I do believe it was a line that was true to Nicholson's character. The character really believed it, so in that sense it's a truth, but it's a highly over-simplified one. Reason and accountability are individualized virtues and should be applied to individuals, not generalized in one specific sex, race, religion, etc. Having the character say it was one way for the creators of the movie to show that the character didn't look at other people as individuals. It showed that to him there was only himself and "everyone else."
