No, he does not.
Strobes have sort of limited applications in filmmaking, and are usually used to produce lightning effects, or when people are in clubs, or, really frequently, in horror movies.
If you are worried about something like seizure activity or migraine from watching a Tarantino film, don't worry. He isn't into using a strobe. He's one of my favorite directors ("Reservoir Dogs" is my favorite movie of all time).
He is really skilled at lighting his sets, but strobes are not in the bag of tricks he usually uses. (Technically lighting is the responsibility of a different person, but Tarantino doesn't ask for strobes very often.)
