The movie I believe takes place in another country. Yet it is about this guy who turns very religious and disapproves of his sister's lesbian ways. In the movie he tries to lock his sister up to keep her away from her girlfriend. In the end, all I can remember is that one of the girlfriends try to break up with the other and she tries to hold her head under water. The title either has the word "Happy" or "Summertime" in it.
