After talking to a few people we have narrowed it down to megatron or star scream, more likely (for future plots) to be mega tron...

According to the plot notes for the sequel planned for Transformers, Starscream is the one who flies back to the Transformer homeworld to bring back more decepticons.
Megatron is most definitely at the bottom of the sea. In the first season of the cartoon, I believe Megatron and the rest of the decepticons end up creating a secret *underwater* base in the ocean.
