Is there a legal way to sell & distribute rare & out of print movies on DVD?

How to obtain license from movies that were made many years ago and many times, there aren't any medium available to contact the owner's rights!

You can apply for a license to distribute them, but many of them no longer have masters so the quality will be pretty low. Also, you can do it if the copyright has run out. That is why 6 years ago, you could buy a copy of "It's A Wonderful Life" at just about every store and it was on TV 20-25 times a day during the Christmas season. Then, Congress monkeyed around with the copyright laws and now I think a film has to be a million years old before the copyright runs out.
