I want to make a video with pictures of my closest friends and family and add music to it. Where can I go to do such a thing?

Windows Movie Maker will be all you need and it comes installed on most new PCs.
If you want more options in terms of transitions and other editing features, I recommend using Ulead Video Studio or Adobe Premiere Elements but they'll cost you around $100.
