when neo fights agent smith one on one, I DON'T understand pifie is the one that was transformed to an agent and wasn't the strongest one.why did neo fought her?

Agent smith was all of the smiths at the same time, the oracle became a part of that entity when he overtook her, which is why he couldn't remember what he said to neo in the final confrontation, because she came to the foreground of his consciousness, and the reason that neo fought that particular agent smith, is because that was the original smith, at least before he started replicating himself in reloaded.
