I need help finding a movie?

It's a movie where there are these people who are bald and pale. They are in a cloudy, gray and depressing city. It's a non color film. It's real weird and creepy. I think it has a strange name to it. It's not "Dark City", because every one is bald in it, not just some people. Please, if anyone has seen a movie like this, besides "Dark City", please inform me. Thank you!
