What's the title of this funny foreign movie?!

What's the title of this funny foreign movie?

I think it was European, maybe from the 80's, and it was about two guys frozen in time, and when they woke up, everyone lived underground and everyone was female - not a single man was alive on (in) the planet.
Suffice to say, women passed out, just by standing next to the guys, because they climaxed instantly - sex hadn't existed for hundreds of years.
But you discover that the female leader is actually a guy in drag - that's pretty much all I remember, and it probably isn't as good as I remember it to be, but I would love to know what it was called - and anything else you can tell me about it.
