This part of the publishing business is called magazine licensing, and I've been involved in exactly that for the past few years.
Although the licensor (publisher in the US in your case) does not charge for the magazine, they'll be looking for revenue from you as the licensee. They've spent money establishing the brand and reputation, and you'll be using that to sell advertising in your own country. You would normally have to pay a royalty on all income you make, and give minimum guarantees as to the amount of revenue you will generate during the period of the agreement. Every agreement is different and depends on many factors.
